AbstractAlthough private school choice has historically been a Republican priority, education reform organizations often use strategies intended to appeal to Democratic lawmakers and interest groups. Among 70 votes held on final passage for private school choice legislation, Democrats provided only 381 "yes" votes compared to 2,844 Republican "yes" votes. There were only three votes out of 70 in which Republicans needed any Democratic votes to reach a 50 percent threshold in a state house or senate. Vouchers, tax-credit scholarships, and education scholarship accounts should be designed to increase the constituency for school choice and reflect the values of legislators who have been responsible for the existence of such programs. The extent to which Democrats have contributed to private choice victories is an empirical question, and it is the motivation for this report. Have Democratic lawmakers historically provided essential votes for private choice programs, or would Republicans have been better off to "go it alone" and forgo the Democratic appeals? The answers are instructive for future efforts. (ERIC).
