AbstractNew York City was home to 1,575 district and 183 charter schools in Fiscal Year 2014 (FY2014). Seven percent of all public school students in New York City attended charter schools that year. Researchers systematically reviewed funding and spending documents involving the city's district-run and independent charter schools for FY2014. Research questions focused on how equitably public school resources were distributed throughout The Big Apple, by public school sector, and by location within the city. Research revealed two important facts about charter school finance in New York City: (1) An average of 25 percent of all charter school resources take the form of in-kind services provided by the public school district to students in charter schools. If one were to exclude these in-kind services, as done in several cases to illustrate their importance, one would draw incorrect conclusions about charter school funding equity in New York City; and (2) New York charter schools can be divided into those that are co-located within district school buildings and those that are not co-located. Access to facilities is a crucial concern for charter schools. These two vital considerations are significant themes in this report. The nine major findings regarding public school finance in the nation's largest school district discussed in this report can spur an informed discussion of the state of public school funding equity in the city.
