AbstractStudent retention in higher education has focused on institutional holding power and exit prevention, leaving drop-out recovery efforts to high schools. Students in 2-year colleges exhibit noncontinuous enrollment patterns, demonstrating the need to examine both stop-out (those who return after a time-out) and stay-out (those who have not returned but have interest) student behavior. Currently, drop-out recovery studies have been limited to enrollment management directives utilizing student exit surveys void of understanding students' decisions to return. College retention efforts must better understand the decision-making processes of returning after a time-out to better facilitate student reenrollment. Little is known about why some students successfully return and why others postpone indefinitely. If, on the average, many colleges lose over 60% of their incoming freshmen before their 3rd semester, then addressing the majority needs of noncontinuous students is a prudent investment (Roman, 2007). A qualitative case study approach invited stop-out and stay-out students to describe the internal and external barriers that influenced reenrollment. In addition, student services staff (e.g., admissions, advisement, recruitment, etc.) were interviewed to explore policy and practice that could be improved to better facilitate student return. This study recommends strategies for student service programs and highlights the hurdles that prevent and postpone students from immediately returning to college.
