Abstract	To report progress in the extension and development of schools for children below the traditional school entrance age of six has been a continuing practice of the Office of Education. Beginning with the Commissioner's report of 1870, in which the purposes and values of kindergarten education were presented and supplemented with a descriptive listing of these schools throughout the country, there have been periodic accounts of the growth in numbers of schools and in types of services. During the years adjustments have been made in the programs in line with our better understanding of child development, and also in order to serve both emergency and continuing needs of parents for assistance and guidance. This bulletin reports recent progress in kindergartens and nursery schools. It shows the growing acceptance of these schools as the initial unit of primary education, and as a part of the program of public education. Also of significance are factual evidences of nationwide interest in these children's services and the clear statements of policy and plans to meet these needs which have been made by numerous lay and professional organizations.
