Abstract | Wisconsin will face serious challenges in the coming decades if it fails to increase the size and quality of the state workforce talent pool. One potential solution is a "Higher Ed Nest Egg Program", which would put $1,000 per student per year into an account with the sole purpose that the funds be used for postsecondary education in Wisconsin. The resulting increase in educational attainment would enhance the workforce and realize substantial fiscal benefits for the state. (Contains 10 notes.) (As Provided). |
