AbstractThe combination of North Dakota's lower standard of living and non-competitive salary and benefits makes it increasingly difficult to recruit and retain the best and the brightest staff and faculty. Since 1998, campuses have been internally reallocating funding to provide salary increases to staff and faculty above that provided by the legislature. Internal reallocation is not a sustainable long-term solution without severe program and service reductions and/or tuition increases. Maintaining benefits and increasing salaries is critical to sustaining high quality education and entrepreneurial research activities. In order to continue making progress and in order to move North Dakota University System (NDUS) average salaries toward market rates, a significant state investment (in the form of parity and equity) is needed to provide campuses sufficient funding to retain and recruit highly qualified faculty and staff. The report recommends: (1) Total combined increase of at least 7.4 percent for faculty and staff is recommended for each year of the 2007-09 biennium; (2) That the state continue to fund 100 percent of employee health insurance premiums with no changes to deductibles or co-payments; and (3) that the state increase the retirement plan contribution from 10 percent to 12.5 percent and employee contribution from 2 percent to 2.5 percent for employees with over 15 years of service.
