AbstractThe Council of the Great City Schools has prepared this seventh edition of "Beating the Odds" to give the nation another look at how inner-city schools are performing on the academic goals and standards set by the states. This analysis examines student achievement in math and reading through spring 2006. It also measures achievement gaps between cities and states, African Americans and whites, Hispanics and whites, and between other groups. It examines how the nation's major city school systems are performing on the state assessments devised to boost standards, measure progress, provide opportunity, and ensure accountability for results. Data are presented on 67 city school systems from 37 states and the District of Columbia. The statistics are presented year-by-year and grade-by-grade on each state test in mathematics and reading between 1999-2000 and 2005-2006. Data is also presented by race, language, disability, and income in cases where the states report these publicly. Finally, the report looks at progress, asking two critical questions: "Are urban schools improving academically?" and "Are urban schools closing achievement gaps?" The report is divided into two sections: The first section explains the purpose of the report, the methods used to analyze the data, and the limitations of that data. The second section includes individual district profiles reporting demographics and achievement data for each Council district. In general, this edition shows that the Great City Schools continue to make important gains in math and reading scores on state assessments. The study also shows evidence that gaps may be narrowing.
