Abstract | The U.S. Department of Education's Higher Education Center for Alcohol and Other Drug Abuse and Violence Prevention publishes "Catalyst," a newsletter covering current Alcohol and Other Drug Abuse and Violence (AODV) prevention issues at institutions of higher education. "Catalyst" discusses emerging issues and highlights innovative efforts on campuses that may be helpful to other institutions of higher education. This issue of "Catalyst" concerns policy and enforcement. Articles in this issue include: (1) Policy and Enforcement Go Hand in Hand; (2) Blurring the Line Between Campus and Community; (3) Medical Amnesty--Effective or Not?; (4) Q&A with Peter Lake; and (5) A Campus and Community Coalition to Reduce High-Risk Drinking. Also included herein: Message From the Office of Safe and Drug-Free Schools; Some Measures to Consider from the Surgeon General; Ten Key Actions for Colleges and Universities to Prevent and Reduce Substance Abuse; and a list of resources on policy and enforcement.
