AbstractBetween September 2005 and January 2006, Public Education Network (PEN) held a series of public hearings to give students, parents, and community members-audiences very much affected by the law, but usually left out of the policy debate-an opportunity to tell their side of the NCLB story. The hearings serve four purposes: (1) They provide venues through which a public record of the local capacity to implement NCLB can be compiled; (2) they serve as a means to inform and mobilize the public on issues pertaining to public education and what it takes to improve its quality; (3) they give PEN and its national partners the information needed to bring public voices and concerns into the debate about reshaping NCLB; and (4) they create a public "resume" for review by policymakers in the context of the law's reauthorization. After two rounds of NCLB hearings, the public debate about issues raised by the implementation of NCLB is more intense than ever. As greater numbers of schools are labeled "in need of improvement," reliance on a single test to make this determination seems inappropriate and unfair to the public, especially when resources are scarce and not evenly distributed. With greater numbers of teachers being deemed unqualified, feelings about what counts as a highly qualified teacher have intensified, as has the public's belief in the community as a true partner in school success. As policymakers consider changes to the law at the federal level, or in implementation strategies at the local level, such partnerships can and should be part of a strategy to ensure that every child has a quality public education. This report includes: (1) Summary of Testimony & Recommendations from the Public; and (2) National Report. Appended are: (1) PEN 2005 NCLB Online Survey; and (2) State Hearing Information.
