AbstractThe Rural Community College Initiative (RCCI), supported by the Ford Foundation, sought to energize distressed rural communities and the local colleges that serve them. Through a structured process of guided intervention, 24 colleges and their communities learned how to build new partnerships, adapt new ideas to local needs, and implement collaborative college/community projects. This publication documents the RCCI program and process in four parts: (1) Background, which presents the origins of RCCI and the conceptual framework and study design; (2) The Initiative and its Context, which details the program as it was applied in individual colleges and communities; (3) Findings from the Assessment, which assesses whether or not RCCI achieved its main goals; and (4) Conclusion, which summarizes the program findings. The findings of the study indicate that RCCI succeeded in providing a framework for these communities to move forward, although there was not enough time for RCCI to strongly affect policy changes that address power imbalances in the community. RCCI did take small steps in the confidence-building process that would lead to more engaged institutions and more substantive changes in emerging leaders.
