Abstract | Western Iowa Tech Community College (WITCC) is a public, comprehensive community college serving a six-county district in Northwest Iowa. The College offers more than 60 occupational programs and a wide variety of liberal arts transfer options, in addition to participating in community enhancement initiatives. The total population of the 6 counties served by WITCC is between 160,000 and 180,000. Five of the six counties are classified as rural, and two of these counties have industry clusters. The primary advantage of rural industry clusters is higher earnings than those outside the cluster. This study was designed to answer several questions about what WITCC might do to assist stakeholders in their economic development efforts. The author asked local entrepreneurs, bankers, elected officials, and development specialists (within the context of a focus group) a series of questions, including: (1) What should be the goals of rural economic development? (2) What do you think is the economic outlook for the area? and (3) What are some of the (or most important) factors that contribute in a positive way to developing the economy in the area?
