Abstract | This report presents findings of an analysis of state policies on student participation in assessments and accommodations for 2001. Major findings include: (1) participation options beyond the usual three (participation without accommodations, participation with accommodations, alternate assessment) have become more evident and include partial participation, additional alternate assessments, and out-of-level testing; (2) "emotional anxiety" is noted by many more states than previously as a reason for students to not participate in assessments; (3) policies for both participation and accommodations are becoming more specific and may include implications for scores and whether scores should be aggregated with other scores; (4) five states allow accommodations for all students and additional states allow some accommodations to be used with all students (generally setting and scheduling accommodations); and (5) the most controversial accommodations continue to be read aloud, calculator, and scribe. Following an overview, the report describes the policy collection process. Discussed separately are participation policies, accommodation policies, and alternate assessments. Appendices list state documents used in the analysis and present participation and accommodation guidelines by state. (Contains 19 references and 12 tables.) (DB) |
