Abstract | The Basic Education and Policy Support (BEPS) Activity is a multi-year, worldwide, indefinite quantity contract by which the U.S. Agency for International Development (USAID) Global Bureau Center for Human Capacity (G/HCD) can work to achieve four objectives: (1) improve the quality, efficiency, access, and equity of education, particularly basic education; (2) support educational policy dialogue and reform; (3) carry out restorative and beneficially additive basic education, educational policy, and planning activities in crisis and non-presence countries; and (4) carry out pilot projects and provide technical assistance and information on child labor. The BEPS Activity is designed to be responsive to USAID's overall goal of building human capacity through education and training by supporting improved and expanded basic education, especially for girls, women, and under-served populations, and by encouraging an increased contribution of host-country institutions of higher education to sustainable development. This BEPS Activity report is divided into six sections: (1) "Introduction"; (2) "A Team That Works"; (3) "Areas of Expertise"; (4) "Exploring the Issues"; (5) "Lessons Learned"; and (6) "Meeting the Challenge."
