Abstract | A comparative analysis of human resources development and management in the subsidiaries of three multinational companies (Xerox, Glaxo Wellcome, and AXA Nordstern Colonia) was conducted in these three European Union (EU) member states: Austria, the United Kingdom, and the Netherlands. Case studies were used, focusing on competence needs and qualifications in multinational companies and on the actions necessary to meet those needs (for example, competence development, recruitment, and human resource development strategies, and continuing in-company and inter-company training strategies). The study found that even within multinational companies in Europe, little agreement about working cultures exists, and that uncertainty regarding the ordering of priorities remains, despite the prevailing and even increasing consensus on the basic need to invest more and better in employees and their training. The exact form this investment should take, and when, where, and how it should be implemented, are still unanswered questions, although the topic of staff development has acquired much greater importance for management in recent years.
