Abstract | This paper examines the complexity and ambiguity of policies that purport to promote deregulation and decentralization of education. The paper describes the development of decentralization/deregulation policies in the Netherlands and applies the specific dilemmas faced in the country to the unexpected difficulty in preparing and passing a parliamentary reauthorization or the national organizations that support educational research and development, local innovation, and accountability. This bill highlights the dilemmas facing countries that seek to become more "market responsive" and accountable in education by decentralizing and deregulating activities that have been previously government controlled. The data collected from interviews with key policy informants are used to argue that the alternative meanings ascribed by different actors to the term "decentralization" and "deregulation" can result in parliamentary actions that are viewed as sub-optimal by all parties.
