| Abstract | The National Center on Educational Outcomes has identified six core principles of assessment and accountability systems that include all students, specifically students with disabilities, and they have developed brief statements of rationale for each of the principles. These principles, which reflect best practices, are consistent with the requirements of current federal laws governing special education and Title I services. Self-study checklists for participation, accommodations, and alternate assessment have been developed based on these principles. This study guide focuses on these checklists and provides a workbook format to study the implementation of these systems in a given educational setting. Each section contains the self-study checklist with a discussion of adaptation to state and school district settings, a recording form for adaptations made, examples of key questions and evidence, a checklist, and an action planning process recording form.
