AbstractThis report addresses the future financing of higher education, focusing primarily on the states and presenting state-by-state data on important trends. It assesses the outlook for state finances, and, in the context of the ongoing needs of other major state services, for state support of higher education. In examining the forecast of state and local spending patterns, the study finds that even with normal economic growth over the next eight years, most states will face significant fiscal deficits; these shortfalls will lead to increased scrutiny of higher education in most states and to curtailed spending for public higher education in many states. The report finds that the challenge as maintaining current service levels in light of slower growth in state and local revenues will result in structural deficits in funding current service levels. Three chapters focus on: (1) "The Outlook for State Finances"; (2) "Prospects for Funding Higher Education"; and (3) "Fiscal Impacts on Higher Education Policy." Appended sections include discussions on "Increasing Spending Outside of Higher Education,""Cutting Spending Outside of Higher Education,""Raising Taxes," and "Sensitivity Analyses." Also appended is a list of participants attending the February 1999 symposium on emerging state policy issues. (Contains 11 endnotes.) (SM)
