AbstractThis guide describes what constitutes a quality school guidance program, which provides equal opportunities for all students to receive guidance and counseling. It states that this developmental guidance and counseling program can play a vital role in assisting teachers and other staff in the integration of guidance objectives with their other instructional goals. The guide was developed to provide all Texas students with equal access to developmental guidance and counseling programs. Thus, this guide can serve as a model and an impetus to help implement guidance programs around the state of Texas and elsewhere. It outlines a program development/improvement process that has been successfully implemented in school districts and describes how to tailor the program model to meet needs of a vast array of public schools. Section I includes background and contextual information about guidance programs and describes the philosophical foundation for guidance programs in Texas. Section II defines the structure of the model and presents recommendations for designing appropriately balanced programs. Section III defines the roles and responsibilities of counselors, including statements about their training, specialized competencies, and appropriate assignments. It also suggests considerations regarding counselor-to-student ratios. Section IV further details scope of the guidance curriculum. Section V outlines a process for implementing the Texas Developmental Guidance and Counseling Program at both district and campus levels. It includes steps to take in planning, designing, implementing, and evaluating the program. In conclusion, Section VI provides guidelines for evaluating the Texas Developmental Guidance and Counseling Program, including the program as a whole, program improvement, and student growth due to program participation.
