| Abstract | This 1999 revision of the Virginia Plan for Higher Education is required by the State Council of Higher Education. The report presents the vision for Virginia's higher education system, and addresses the changing needs and expectations for the system, organized into the areas of the education contract, access, quality, affordability, and accountability. Five goals are proposed to provide a public policy framework for higher education in Virginia, each accompanied by a series of recommendations for achieving the goals. The five goals are: (1) to maximize the opportunities for strategic decision-making at all public colleges and universities by promoting decentralization within a context of continuous quality assessment; (2) to strengthen the ongoing assessment of the programs and units at Virginia's colleges and universities by focusing on outcomes and value-added analysis; (3) to anticipate the future needs of all constituencies of higher education through improved system-wide planning; (4) to encourage collaborative programming across institutions; and (5) to evaluate capital infrastructures at public and private institutions for the purpose of assessing system capacities and options for delivering academic programs. Also presents data on the degrees conferred at Virginia's institutions by the degree level (associate's, bachelor's, master's, and doctoral and professional), and enrollment at the two- and four-year institutions, and educational and general expenditures at two-year institutions.
