Abstract | The School-Based Management and Accountability Program, also known as the "ABCs of Public Education," or just "the ABCs," is the statewide school-based accountability program for public schools in North Carolina. This document reports the results of the 1997-98 ABCs, in the second year of the implementation of the ABCs in elementary schools and the first year in the high schools. Part I of this report contains the results for K-8 schools, and Part II reports high school results. In each part, Section A presents the growth or gain and performance of the public schools, while sections B through G characterize schools by state-designated categories of performance from excellence to low performance. Charter schools, which are included with other schools, are also listed in Section H for easy identification. Appendixes explain program adjustments for 1997-98's accountability models, technical notes, and a list of schools excluded from this report. A glossary defines terms used in the report.
