| Abstract | Several international agencies related to the United Nations and the World Bank convened the World Conference on Education for All in Jomtein, Thailand, March 5 through 9, 1990. The 1,500 conference participants adopted two texts, the "World Declaration on Education for All" and the "Framework for Action To Meet Basic Learning Needs." This series presents reports on several conferences and initiatives related to the implementation of these documents and efforts at putting them into effect. This volume discusses the Education for All Summit (EFA-9) in New Delhi (India), December 12-16, 1993, at which participants from nine high-population developing nations (Bangladesh, Brazil, China, Egypt, India, Indonesia, Mexico, Nigeria, and Pakistan) reaffirmed their commitment to make primary education universal and to expand learning opportunities for children and adults. The complete texts of the background papers and descriptions of discussion panels are included, with a final report on the EFA-9 summit. Two appendixes present the texts of the two seminal documents. The sections are titled: (1) "Education for All in the Nine High-Population Countries: Analysis and Synthesis"; (2) "Popular Participation. Mobilisation and Decentralisation for Education for All"; (3) "External and Internal Resource Mobilisation for Education for All"; (4) "The District Primary Education Programme: An Onward March"; (5) "EFA-9 Summit Panel Proceedings"; and (6) "EFA-9 Summit Final Report."
