| Abstract | This report analyzes the special education funding reforms that were implemented in Pennsylvania for the 1991-1992 school year. The new funding mechanism was designed to reduce incentives for special education placements and to shift greater control over special education program and funding decisions to local school districts. After an introductory chapter, the second chapter examines the historical context for reform, noting the previous 100 percent excess cost funding system, the growth in special education, and the role of fiscal crisis in driving reform. The third chapter reports on interviews with 18 interested parties concerning the major issues leading to reform, including rising costs, increasing special education identification, lack of local involvement, unpredictability of funding, and the funding formula's incentive for more restrictive placements. The fourth chapter outlines the principal objectives for special education finance reform such as controlling state costs and increasing district accountability. Chapter 5 explains the new formula in which school districts receive extra reimbursements for fixed percentages of their average daily membership to cover special education costs. The sixth chapter reports on impact of the reforms on cost containment, local responsibility, service delivery, instructional support teams, fiscal incentives, and general accountability. A concluding chapter notes interviewees' general satisfaction with the funding system but also some concerns including issues of the quality of services being provided. (Contains 10 references.)
