AbstractIn response to concerns of unnecessary duplication in programs offered by Texas community/junior colleges and the Texas State Technical College (TSTC) system, TSTC conducted a two-phase study to examine curricula, enrollments, and outcomes for both systems. The first phase described differences in technical program curricula and graduate percent yield (GPY) at the systems, while the second phase focused specifically on differences in the physical, biological, and social science program clusters to test the validity of phase I findings. Data were obtained from published reports and official documents of the Texas Higher Education Coordinating Board for the 1990-91 school year and the 1990 federal fiscal year. Phase II findings included the following: (1) the significant difference in curricula found in phase I for TSTC and state community/junior colleges was supported in phase II, with TSTC curricula emphasizing physical science-based technologies (e.g., aerospace, electronics, and energy/environmental) and community colleges emphasizing social science-based technologies (e.g., marketing, office skills, and criminal justice); (2) community colleges had the highest GPY in biological science-based programs particularly the medical/health care technologies, supporting the finding from phase I that coherent programs of study increase students' chances of graduating; (3) students attending TSTC were much more likely to complete a technical degree or certificate program than those at community colleges; and (4) the second phase also reemphasized the unique curricula design and instructional delivery system at TSTC, with students required to take more courses, complete more contact hours, and spend more time in labs at TSTC than at community colleges.
