Abstract | In February 1993 the Buffalo Financial Plan Commission was asked to conduct a financial and management assessment of the Buffalo (New York) public schools. The effort involved the work of 115 volunteers from 75 businesses and community organizations in the Buffalo area. Thirty-four recommendations were produced, which were expected to yield annual savings generating about $188 million over a 5-year period. This addendum to the main report provides the recommendations in detail. They are grouped into four categories: (1) 11 recommendations for the Instructional Division expected to yield $112.6 million over the period; (2) 6 recommendations for the Finance, Personnel, and Administrative Services Division expected to result in $8.2 million savings; (3) 8 recommendations for the Plant Services and School Planning Division for $21.7 million in savings; and (4) 9 recommendations for Benefits Management generating $46 million in savings over the 5 years. The recommendations center on administrative and benefits cuts and are not expected to reduce instructional expenditures. Appendix A lists members of the Buffalo Financial Plan Commission and its staff, Appendix B summarizes the recommendations, and Appendix C provides a table of average compensation per bargaining unit in the Buffalo schools.
