AbstractThe Port of Baltimore Workplace Skills Development Project had the following objectives: perform literacy audits on at least 20 job titles within the port-related industries; develop curriculum modules providing literacy skill instruction using a functional context approach reflecting the Port of Baltimore needs; offer instructional services to at least 425 employees over the demonstration grant period; and develop an evaluation instrument for assessing port employees' basic literacy skills. During the project, staff from Dundalk Community College (Maryland) conducted a tech scan that resulted in identification of more than 100 jobs/job clusters within the maritime industries in the Port of Baltimore. Data collected during the tech scan were used to develop core literacy modules that were eventually used to deliver literacy instruction to 750 individuals employed in more than 50 port-related businesses representing 65 occupational areas. A contextualized assessment instrument to identify port employees' communication and mathematics skill needs was also developed. (Appendixes constituting the bulk of this document contain the following: results of the tech scan; project-related correspondence/promotional materials; report on classes requested/delivered; and performance report teachers' notes.)
