AbstractAlthough educational reform has generated much excitement and has been associated with many positive classroom changes, policymakers and educators also face a number of challenges in designing and implementing the new policies. This publication examines these challenges and the strategies that states are using to address them. It draws from the Consortium for Policy Research in Education's (CPRE's) studies of reform in 19 states and from discussions with staffs of policymaker associations involved in providing assistance to other states. Difficulties encountered by the states include an overwhelming workload, the failure to clearly articulate the nature and intent of reforms, the lack of strategies for filling the gap between standards and changed practice, equity, competing problems (such as crime, desegregation, and finance), and the lack of sustained leadership. Strategies to address the challenges included building capacity in new ways; expanding the meaning of professional development; taking sufficient time; being honest; and taking advantage of the national, secular trend.
