Abstract | Because information is quickly becoming the key resource in many industries globally, it seems natural to utilize and incorporate it as the primary resource in education, an institution that affects our entire society. A definition of an information-based organization (IBO) is proposed, steps to making an organization an IBO are identified, and a model for making local public school systems IBOs is derived. An IBO is defined as an organization in which information is the primary resource utilized, shared, and integrated into normal workday routines to achieve a common vision or goal. The model for an educational IBO is based on the existence of new information that satisfies teachers' needs and new information flow that results from collaborative restructuring of local schools and empowered teachers. Implementing an educational IBO will mean redefining the organization's culture to an IBO culture. An appendix gives a detailed explanation of the educational system structure and its organization.
