Abstract | This paper traces the historical development of New York State Small City School District (SCSD) school budget voting policy. State policymakers are currently debating whether to change from representative to referendum school budget voting in SCSDs. Following a historical analysis of the current debate, the argument is made that there no longer seems to be a solid rationale for continuing a separate budget voting policy for independent SCSDs and other independent noncity school districts. The recommendation is made that state policy on school budget voting, whether representative or referendum, should be the same in all independent school districts. (Contains 17 references.) (LMI) |
