AbstractIn meeting its charge to investigate the role and impact of telecommunications technology on education and to make policy recommendations to the National Education Association (NEA), the NEA Special Committee on Telecommunications read and discussed numerous reports on educational applications of telecommunications and heard presentations from many interested parties. The committee agreed that teachers and other education employees are central to the success of any telecommunications project and that they must be involved at every stage if the project is to have educational value. The committee also found that distance learning networks have the capacity to reduce inequity and to be effective tools in school restructuring efforts. To improve telecommunications, the committee strongly recommended telephone service for every classroom. The need for technical assistance and training at all levels, along with sufficient preparation time for the development of effective learning strategies was recognized. It was also recommended that schools choose the system that is most appropriate for them and that no reduction of hours or compensation occur for any employee as a result of telecommunications use. States are encouraged to develop policies for licensing teachers involved in distance education. The NEA recognizes its obligation to inform members about telecommunications advances and current and proposed regulations that influence education. (Contains 27 references.) (SLD)
