Abstract | Findings of a study that examined Chicago teachers' opinions about school reform, the quality of their schools, and their perspectives on instruction and its improvement are presented in this paper. A survey mailed to 12,708 Chicago public elementary school teachers in late May and June of 1991 elicited an overall response rate of 70 percent. Findings indicate that citywide, teachers are moderately positive about school reform. However, although a majority of teachers support school reform, the overall level of endorsement is not a consensus opinion. Those with a higher sense of self-efficacy and who are more involved in local school governance are more likely to report change in classroom practices. However, more instructional change appears to be occurring in schools most in need of change, and teachers most in need of professional development are least likely to pursue it. Comments on the findings from representatives of the Teacher Advisory Group, Principal Advisory Group, and the Consortium Steering Committee are provided. Twenty-two tables/figures are included.
