Abstract	In France, the National Education Federation (Federation d'Education Nationale (FEN)) and its major constituent union, the National Union of Elementary and Middle School Teachers (Syndicat National des Instituteurs et des Professeurs d'Enseignment General de College (SNI-PEGC)), are examples of "intelligent trade unions," i.e., unions that hold a consciously ideological position. As such, in addition to securing material benefits for their members, they believe they have a mission to engage oppressive political and economic forces in a long-term battle for social transformation. Examination of the political history of France from the Third Republic through the post-World War II era and of the evolution of trade unionism provides a context for understanding the rise to power of these unions. Exploration of their organization, ideology, and achievements between 1944 and 1992 facilitates an understanding of the nature of the crisis in which they find themselves. The major achievements of the FEN and the SNI-PEGC in six categories--material benefits, job security, working conditions, teacher empowerment, union empowerment, and educational policy (including educational reform and teacher training)--in some respects have contributed to the onset of the current crisis in their affairs. Other contributing factors include declining membership; internal ideological and political conflict; lack of appealing issues around which to rally old members and attract new ones; and divisions among members because of gender, age, and eductaional background.
