AbstractThis third annual report describes implementation of the Job Opportunities and Basic Skills (JOBS) program in Ohio. Part I is a synthesis of findings, conclusions, and recommendations based on information obtained in 15 demonstration counties. Chapter 1 provides background on historical development of assistance programs in the United States and Ohio. Chapter 2 describes enrollment, orientation, and assessment procedures. Information from the first 2 years of the study is incorporated to show changes in the processes; reasons for changes are discussed. Chapter 3 considers relationships between JOBS programs and agencies with which these programs cooperate. It is organized by the major components to which clients can be assigned. Other sections discuss employers' experiences hiring JOBS participants and examine relationships between JOBS and the Job Training Partnership Act. Chapter 4 presents conclusions and recommendations. Part II presents summary descriptions of the implementation of the JOBS program in the 15 counties. Each summary describes major characteristics of the county; structure of the program together with changes that occurred in structure or staffing from the prior visit; and enrollment, orientation, and assessment procedures and factors that are considered when assigning clients to components. Each major component of the JOBS program is discussed, the nature of the relationships between JOBS and the cooperating agencies is addressed, and those features of the implementation in that county that had the most lasting impact on project staff's perceptions of the county are highlighted.
