| Abstract | Objectives and components of New York's "A New Compact for Learning," a comprehensive strategy for improving public education outcomes in the 1990s, are described in this document. The plan focuses on results, promotes local initiatives, and empowers people at all levels of the system. Inherent in the plan is the development of a new state/local relationship and collaboration among all elements of the system. Eight strategic objectives are listed, as well as the following six principles of the compact: believing in the potential of all children to learn; focusing on results; aiming for mastery; providing the means; providing authority with accountability; and rewarding success and remedying failure. Separate sections outline the roles of all participants in the partnership--the state, region, school district, community, schools, parents, teachers, students, principals, superintendents, boards of education, higher and continuing education, and cultural and business institutions. Strategies for maintaining equity, accountability, and evaluation are described. The regents' updated statement of goals and bill of rights for children are included. (LMI) |
