| Abstract | A master plan to transform Tennessee public education is described in this report, with a focus on three key result areas: (1) establishing a 21st century classroom; (2) creating a rational, workable, accountable governance system; and (3) providing adequate, sustained school funding. Following descriptions of the plan's mission, vision, and 17 goals, the 3 key result areas are examined in terms of goals, the current situation, implementation strategies, and indicators of progress. Part 1, "The 21st Century Classroom," examines components of instructional programs--performance expectations, curriculum, and professional development--at the primary, middle, and high school levels. Resources for early childhood education and adult literacy programs and the use of technology are also outlined. Issues in school governance, addressed in part 2, include accountability, school leadership, and school-based decision making. Components of a funding plan based on state, local, and private sources are described in the third part. The appendix consists of a master plan cost analysis. (LMI) |
