AbstractThe Career Skills Enhancement Program (CSEP) was a National Workplace Literacy Program offered to Santa Clara County (California) Office of Education (COE) employees. A job skills study involved personal interviews, job shadowing, and examination of job descriptions and materials used by employees. Based on the study and initial needs assessment, the project coordinator ordered adult literacy materials and developed reading and math games and puzzles to supplement lessons. An awareness/recruitment campaign included six sessions for COE supervisors, articles in newsletters, and flyers. In addition to COE tutors, volunteer tutors were recruited from the community. Tutor training consisted of a 9-hour course developed by the coordinator, combining lecture, two short videos, sensitivity exercises, and hands-on participation. Tutors were encouraged to attend quarterly inservice training. Ninety-two COE employees were assessed; 80 decided to stay with the program. Supervisors and unions were not especially supportive of employee participation. Employee assessment included determination of reading, spelling, and mathematics level and discussion of short- and long-term goals, current job requirements, and future career plans. Individual Education Plans were developed, and each learner was matched with a tutor. A career counselor presented workshops on career-related topics.
