Abstract	The use of reflective leadership among school principals is examined in this paper to develop a framework for the process of reflective decision making, with a focus on administrators'"strategic sense." Field notes and interviews with principals and their teachers were used to identify leadership roles and principals' perceptions of those roles. Different uses of educational innovations have led to the concept of "change facilitator style," which is composed of three different leadership styles: responders, initiators, and managers. "Strategic sense," a dynamic, ongoing self-examination that connects daily situations to long-term goals, was identified as a characteristic of initiators, the more effective principals. Differences in orientation and perspective were closely linked to antecedent and subsequent actions taken, and different intervention behaviors correlated highly with teachers' success in implementing curriculum innovations. A bipolar scale to measure strategic sense for inclusion in a change facilitator questionnaire and a two-dimensional framework of the reflection process based on perspective and orientation were developed.
