Abstract	Parents observing the national debate about educational choice may believe that choice possesses characteristics that are both positive and negative at the same time. The definition of choice should stem from the amount of choice provided. Unrestricted choice allows parents to choose any school in the state. Restricted choice has limitations such as admissions requirements imposed on parental decisions. Intervention in the choice process to achieve noninstructional objectives is bureaucratic control. Economic control can result from factors like the cost and ease of transportation. The assumption that public education will be improved through increased competition rests on parental involvement. To date, no indepth studies of the parent decision-making processes relative to choosing a school have been made. While such research may be inconvenient, information obtained will be of great value to those administrating choice programs. (EJS)
