AbstractThis document examines the implications that emerging restructuring movements hold for the changing roles and training needs of administrators. Restructuring is examined as it differs from traditional approaches to school improvement and as it affects: (1) programs and services for students; (2) roles and relationships; (3) rules and regularities; and (4) accountability. Principles and characteristics that define the experience of educators in schools undergoing restructuring are discussed as well as prerequisite conditions essential for initiating the restructuring process. New conceptualization of the leadership role is explored along with characteristics of leaders of restructuring schools and qualities essential for successful restructurers. This document then focuses on the transformation of programs for leadership development and examines three program areas that call for substantial change: the syllabus, the setting, and the process. Collaborative efforts needed in creating a comprehensive system of professional development are mentioned along with realistic limits of training. Last, recommendations are offered for revising current conceptualizations of leadership and schools and for redefining roles and responsibilities for all parties engaged in educational staff development. Appendices include names and addresses of Study Group members and select seminar participants followed by a description of Study Group activities. (CLA)
