Abstract | Educators from Holland and member countries of the Council of Europe attended a symposium on innovation in primary education in the Netherlands. Much of the discussion was based on the evaluation report, "Lessons from Practice: the Primary Education Act Reviewed." Participants evaluated initial, partial research results, and compared Dutch developments with those in other member states. Discussions allowed participants to exchange information about the processes of innovation in primary education in member states. Participants also discussed experiences with the dissemination of the results of the Council of Europe's Council for Cultural Cooperation's project on innovation in primary education. Working groups discussed six principles concerning decentralization of responsibility, commitment of school and teachers to innovation, organizational issues in education, creation of an intermediate level of organization with no power, self-evaluation at the school level, and time factors in planned change. This report of proceedings provides symposium aims and proceedings, background information, a summary of group reports, and material on a report on implementation of the primary education act. Appendices include the program, a list of participants, and reports of working groups. (RH) |
