AbstractThe Council of Higher Education, in this state-mandated biennial plan, sets four goals for Virginia's state-supported system of higher education to achieve: access, excellence, accountability, and placement among the best systems of higher education in the United States. The plan concentrates on the 84 degree-granting institutions that have been chartered or established by statute in the Commonwealth of Virginia. A statistical profile presents data on: enrollment by institution, full-time/part-time status, state of residence, gender, age, and minority group status; operating expense appropriations; degrees conferred; and number of faculty and faculty rank. Issue papers discuss current interests and concerns in Virginia higher education and offer a blueprint for the future. Issue papers address the topics of global education, goals of higher education, aging faculty, and student assessment. Institutional narratives are provided for 17 state-supported institutions, describing for each its history and development; purpose; extent of instructional, research, and public service activities; plans; results of student assessment activities; and a statistical profile. Briefer narratives are offered for 36 independent institutions. (JDD)
