Abstract	This report questions whether high-tech development is an option for rural counties in the United States by examining the spatial location, industrial composition, growth experience, and environmental factors associated with high-tech industries in such counties. Using a highly detailed database of manufacturing plants and estimates of employment, the report examines the location of high-tech employment in 1972 and compares it with 1982. Over this period rural counties had some success in attracting high-tech industries. Though growth rates were less than the national average, both new jobs and plants were added to the existing rural base. Growth of such industry was not distributed evenly, however. Rural counties with small but significant urban centers of their own showed the greatest growth, while isolated rural counties did not benefit. The presence of universities and efforts of entrepreneurs were important in rural high-tech development. But traditional location factors such as market access or material inputs, did not limit rural high-tech development. There are only a few state programs designed to increase the quality of the labor force while accelerating development of new products and processes, and these programs do not have a rural focus.
