Abstract | This paper is the third in an Education Commission of the States (ECS) series focusing on the problems of youth at risk of not successfully making the transition to adulthood. The topic of this paper is the use of both existing and new information to understand the magnitude, scope, and future of students who are educationally at risk. The first sections discuss indicators that help tell who is at risk. The second section discusses problems in managing large quantities of data. In the final section the ways policymakers can use information to inform and make better policy decisions is considered. In Appendix A, issues of defining and counting dropouts are discussed. Appendix B presents a potential school dropout form and, Appendix C lists data-gathering instruments. Appended is a bibliography and 27 references. (SI) |
