Abstract | In 1983, the Arkansas Supreme Court passed Act 34 to correct the school finance system of Arkansas which was found to be unconstitutional. The problems with Act 34 are multiple. The following problems and how they add to inequity in education are discussed: (1) the use of artificial calculations; (2) an ill fit with Amendment 59; (3) current funding; (4) outdated provisions; (5) improper weights; (6) the inability of the district to calculate its own state aid; (7) the 70 percent rule; (8) no real required local contribution and no cap on some districts; and (9) the second tier of aid. Nine recommended changes in Act 34 are listed. (SI) |
