AbstractAfter three years in power, Soviet leader, Mikhail S. Gorbachev, has emphasized that he intends to carry out a restructuring of the Soviet system in an effort to make the Soviet economy capable of assimilating the opportunities offered by contemporary science, technology and methods of management. Chapter 1, a brief introduction, stresses that Gorbachev has repeatedly underscored the need for economic reform, along with social and political reform. Robert Legvold states in his substantive analysis in chapter 2 that the issues are whether Gorbachev can succeed and what the outcome will mean for Western interests. Gorbachev and his people say that they are ready to reform foreign as well as internal policy and to engage in what they call new political thinking about international affairs. The chapter ends with a discussion of the challenges these innovations pose for Western leaders. The Task Force on Soviet New Thinking States in chapter 3 that the West must have no illusions about the need to balance Soviet power, but neither should it overlook opportunities to encourage the Soviet Union to be a more responsible and integrated member of the international community. Appended are: (1) the text of an address on the "Basic Aims and Directions of the Party's Foreign Policy Strategy" delivered by Mikhail Gorbachev in February, 1986; (2) a discussion guide for students; and (3) an annotated reading list.
