Abstract	This study of at-risk youth and children highlights the states' interest in this problem, sparked by changing demographies, new state educational reform policies, the concerns of business and industry, and increasing national awareness. The nature of at-risk youth is examined and the obstacles to meeting their needs are discussed. Findings are presented from surveys of the education agencies of all 50 states, the District of Columbia, Guam, and the Virgin Islands; and of the directors of 69 programs identified as successful by the states and territories. Numerous strategies and program components are revealed in profiles of successful programs. Among the far-reaching recommended goals and activities are the following: (1) establish high quality educational programs for children from preschool to second grade; (2) provide a challenging curriculum; (3) provide alternative programs; (4) provide all students with skills training to promote employability; (5) assure an integrated school initiated community-home support system; (6) develop curricula and instructional techniques that will enhance diverse cultural understanding; (7) promote the need for staff who reflect the cultures of the students; (8) improve teacher pre-service and in-service training; (9) initiate appropriate data collection systems; (10) provide services for pregnant and parenting teenagers; and (11) develop public education campaigns about the consequences of being at risk.
