AbstractThe effectiveness and efficiency of basic education in the Third World has aroused considerable debate. This publication provides a comprehensive overview of the literature on various aspects of Third World basic education. The literature review has been divided into four sections corresponding to the different domains of school outcomes: (1) the modernizing effects of schooling; (2) the effects of school-acquired literacy and numeracy on cognition; (3) the relationship between schooling and employment, earnings and productivity; (4) the relationship between schooling and such benefits as health, nutrition, and fertility control. A critique of the traditional "rate of return" analysis is also provided. The survey draws four major conclusions: that schooling may foster the adoption of modern values and beliefs that change perceptions of self and society; that school literacy fosters profound cognitive changes in the ability to employ and manipulate formal logical structures in reasoning with and from printed texts; that schooling may increase productive capacities, equipping individuals with skills valued in wage/salary employment and related to the production of foodstuffs with products and processes of modern technology; and that school participation improves health and lowers fertility mainly through these other combined effects.
