AbstractGiven the trend toward declining revenues from traditional funding sources, finding the dollars needed to operate a college is today's major challenge for educational leaders. One financial area that provides fertile ground for many two-year college leaders is the effective use of foundations and private sector fund raising. The approach to private philanthropy most commonly used by educational institutions is the incorporated foundation. As the college's tax exempt charitable arm, the foundation provides an avenue for the proper transfer of resources contributed to the college while assuring donors that their gifts are tax deductible. The "three-legged stool" model, which is practiced widely among college fund raisers, would seem to provide a structure covering the critical elements of the total development program. The model encompasses three components: (1) the annual fund program, which provides a means through which all of the college constituents, including alumni, parents, faculty and staff, and friends, can participate in its support; (2) a major gifts campaign, which is intended to secure large donations from a select number of donors who have the ability to make significant gifts; and (3) planned giving, which includes simple bequests, life income trusts, insurance policies, pooled income funds, and a variety of other arrangements. Though the new tax legislation has raised a number of concerns for charitable groups, most donors give for reasons other than tax advantage and their real motives are the ones which will ultimately make a difference.
