| Abstract | The financial crisis of the United Nations precipitated by the withholding of funds by member countries is addressed. On December 19, 1986, the UN General Assembly adopted a resolution (GA/Res/41/213) containing the elements of a plan for reforming a wide range of United Nations administrative and budgetary practices. The reform process had begun earlier through the work of the Group of High-Level Intergovernmental Experts to Review the Efficiency of the Administrative and Financial Functioning of the United Nations (commonly called the Group of 18 or G-18). The Secretariat and the General Assembly had also laid grounds for finding agreement on reform policy. Some conference participants believe that the current reform program is forcing a more fundamental reexamination of the United Nation's role in the world. Developing countries fear that the press for reform is an attempt to gain political control of the organization to serve the needs of developed nations at the expense of developing nations. The participants agreed that General Assembly Resolution 41/213 does not mark the end of the crisis. The participants also noted that the United Nations no longer enjoys the loyal, nonquestioning constituency it once had, and that the constituency must be rebuilt through performance, not promises.
