| Abstract | This paper reviews evidence of the effects of early childhood intervention programs on primary school progress and performance of children from poor families in developing nations. The paper begins with a discussion of the logic underlying investment in early intervention, based on the situation of children, the nature of the typical primary school experience, and the value of completing a primary education. Subsequent discussion examines evidence from the United States that demonstrates some long-term effects of early interventions, and explores the generalizability of the evidence to the developing countries. Finally, data are reviewed which were obtained from early intervention program evaluations in developing countries, especially Latin America, and policy suggestions are set out which are geared toward establishing a sound program of investment in early childhood care and development. The review of evidence from the developing countries represents a first attempt at drawing defendable generalizations about the effectiveness of early childhood interventions in enhancing children's school careers in these nations.
