Abstract	This report is based upon an inquiry into the policies, principles, and practices in correspondence educating processes worldwide. It includes results of a survey of current reliable information and data on ongoing correspondence education processes worldwide; a survey of literature on correspondence educating processes and related subjects; and data analyses. In Part One, foundations and frames of references in the educating processes of a society are presented as the framework for the report perspective. Part Two discusses the principal processes of correspondence education. A chapter is devoted to each of seven basic questions: determining need, policymaking, planning, organizing, operating, evaluating and accrediting, and research and development. Part Three investigates the cost aspects of correspondence educating processes. Part Four is devoted to the use of communications technologies in correspondence educating processes. Appendixes include a five-page bibliography, the methodology for the inquiry, numerical information and data, and the questionnaire. (YLB)
